enquiries have been addressed by the French Government to the

Swiss and the Belgian Governments, and replies received

similar to those of which copies were forwarded to you under

cover of Foreign Office letters Nos. F 5355/15/10 of 7th

September, 1934 and F 6111/15/10 of 18th October, 1934, they

can be regarded as satisfactory by the French Government.

He therefore proposes, if the Board see no objection, to

enquire of the French Government whether they have, in fact,

received replies from the Belgian and the Swiss Governments,

and whether, in the event of their sharing the view of His

Majesty's Covernment that the attitude of these two

Governmente is unsatisfactory, they will be prepared to lend

support to the renewed representations which are being made

by His Majesty's Representatives in Brussels and in Berne.

With regard to the attitude of the Japanese

Government, Sir John Simon is inclined, subject to any

observations which the Toard may wish to make on this point,

to suggest for the consideration of the French Government $

that this attitude as described to His Majesty's Government

is not wholly unsatisfactory and that it would probably be

useless to attempt to change it so as to bring Japanese

procedure absolutely into line with that of His Majesty's

Govorriment. Reference would be made in this connexion to

the small share obtained in 1933 by Japan in the Chinese

axms market.

4. On the subject of German arme exporte to China,

Sir John Simon is disponed to make no observation either to
